Reacting to the latest job data, Senator Villanueva emphasized that the General Appropriations Act of 2026 should strategically focus on enhancing the competitiveness and sustainability of Filipino medium and small businesses. The Numbers Don’t Lie: MSMEs are the Backbone of Our Economy
The latest Labor Force Survey from the Philippine Statistics Authority shows a slight dip in the unemployment rate to 4.4 percent in November, translating to 2.25 million jobless Filipinos. While any reduction is welcome, more robust and sustainable job growth is needed.
Here’s a compelling fact: MSMEs constitute a staggering 99.63 percent of all registered business establishments in the Philippines and are responsible for 66.97% of total employment as of 2023. These aren’t just statistics; they represent millions of livelihoods and the very heart of our local economies.
“The budget must be used judiciously and effectively to empower MSMEs, create quality jobs and inspire inclusive growth,” Villanueva reiterated, highlighting the urgent need for focused financial support.
A Legislative Push for MSME Empowerment
To institutionalize this vital support, Senator Villanueva is once again championing Senate Bill No. 1155, or the MSME Stimulus Act. This proposed legislation is designed to facilitate the growth of MSMEs, which directly translates to significant job generation.
A key feature of the bill is its provision for aid during national emergencies, natural disasters, public health crises, and other unforeseen events that threaten business continuity. Imagine the resilience this would build into our economy!
Under this visionary bill, MSMEs would gain access to interest-free loans from government financial institutions like the Land Bank of the Philippines and the Development Bank of the Philippines. These loans are earmarked for growth assistance, regional job creation, and ensuring continued business operations. Furthermore, the measure includes a crucial wage subsidy to cover all or a portion of the wages of employees in qualified MSMEs, providing a safety net during challenging times.
“There’s no more question about the purpose and passion of MSMEs to survive and thrive. What the government needs to do is to match these with programs and policies that would put the so-called economy’s backbone at the center of attention,” Senator Villanueva concluded.
