Site Selection magazine has bestowed its prestigious Governor’s Cup upon Texas, recognizing the state with the highest number of economic development projects in 2025. The numbers are staggering: Texas secured more than 1,400 projects last year alone! This incredible performance led Ron Starner, executive vice president of Site Selection, to aptly describe Texas as a “dynasty in economic development.”
The Lone Star State’s project count for 2025 far outpaced its closest competitors, handily beating second-place Illinois (680 projects) and third-place Ohio (467 projects). In fact, Texas’s impressive total represented 18 percent of all qualifying U.S. projects tracked by Site Selection.

Adding another layer to its economic prowess, Fortune ranked Texas as the U.S. state with the second-highest number of Fortune 500 headquarters in 2025, boasting 54 companies. This puts Texas just behind California (58) and ahead of New York (53), underscoring its appeal to corporate giants.
