Nebraska Tries Cleaning Up Foreign Adversary Law to Salvage State Tax Incentives

LINCOLN, NE — It appears the Nebraska Legislature has its work cut out for it. Lawmakers are currently focused on refining a newly enacted law, originally designed to take a tough stance against foreign adversaries.

This significant piece of legislation, known as the Foreign Adversary and Terrorist Agent Registration Act, was championed by State Sen. Eliot Bostar of Lincoln and successfully passed in 2025. While the intent was clear – to fortify state security – the law is now under review as the state aims to preserve vital tax incentives that could be inadvertently impacted.

The effort to ‘clean up’ this law underscores the delicate balance policymakers face when crafting legislation intended to protect state interests while simultaneously ensuring the state remains competitive and attractive for economic development.
